Strengthening the capacity of the National Assembly of Armenia to further support CEPA oversight and implementation

Second Mission of Component 1

The 2nd mission of Component 1 on “Enhancing institutional structures, systems and tools for efficient work of the National Assembly of the Republic of Armenia” took place on 17-19 May, 2021 via teleconference.

The mission was structured around four main topics, namely 1. the legislative work and Parliament-Government relations at the Hellenic Parliament, the Italian Parliament and the National Assembly of Armenia, 2. Armenia-EU Comprehensive and Enhanced Partnership Agreement (CEPA), 3. Public hearings at the EU and the Hellenic Parliament, and 4. introduction to the Twinning methodology and parliamentary procedures modelling.

On the first day of the mission Ms. Georgia Rontogianni, General Director for Parliamentary Work of the Directorate for Legislative Work, presented the Parliament and Government relations throughout the law making process at the Hellenic Parliament, followed by Ms. Zemfira Hovasapyan and Ms. Karmen Manukyan from the Division of State and Legal Expertise of the National Assembly, who introduced the legislative procedures at the National Assembly of the Republic of Armenia and cooperation with the Government respectively. The experience of the Italian Parliament with regard to legislative work and Parliament-Government relations was shared by Ms. Francesca Piazza, Head of the Secretariat of the Foreign Affairs Committee of the Chamber of Deputies.

The main topic of the second day was Armenia-EU Comprehensive and Enhanced Partnership Agreement (CEPA) that was introduced by Ms. Evangelia Spanoudaki, Expert at the International Affairs Directorate of the Hellenic Parliament. CEPA-related financial implications were covered by Mr. Eleftherios Papadopoulos, Coordinator of the European Programs Implementation Service of the HeP, while the role of the Parliament in the implementation of CEPA was elaborated by Dr. Vasilios Svolopoulos, Deputy Project Leader and CL1, Technical Advisor and Head of the European Programs Innovation Unit of the HeP, and Ms. Eleni Kanellopoulou, Project Leader and Scientific Associate at the Scientific Service of the HeP. After a short break, Dr. Elsa Adamantidou, Legal Expert at the Center of International and European Economic Law, and Ms. Nora Papazian, Head of the First Department of the Division of Special Standing Committees of the HeP, presented in detail the experience of the EU and the Hellenic Parliament in public hearings respectively.

The 3rd day of the mission began with a discussion about the Needs Assessment Report of the National Assembly of the RA conducted by the Westminster Foundation for Democracy (WFD). The most interesting insights with emphasis on CEPA were underlined for further consideration. Afterward, Mr. Nikolaos Papadopoulos, Expert at the European Programs Implementation Service of the HeP, introduced Twinning Project methodology. The mission was concluded by Mr. Nektarios Kyriakou’s presentation on the parliamentary procedures modeling, followed by an interesting Q&A.

As MS Deputy Project Leader and CL1, Dr. Vasilios Svolopoulos was in charge of effective moderation of the 3-day mission that was successfully implemented as a project milestone.
