Italian Senate of the Republic

The Chamber of Deputies and the Senate of the Republic are the two Houses of the Italian Parliament. In Italy’s constitutional system, both Houses are vested with identical functions and powers (known as “perfect bicameralism”).

The President of the Senate represents the Senate, ensures the conduct of parliamentary business under the Rules of the Senate and the smooth operation of the Senate administrative support structure. The Bureau, which is the ultimate authority on administrative and disciplinary issues, comprises four Vice-Presidents who chair debates from time to time and represent the Senate at public ceremonies, deputizing for the President; three Quaestors, who are jointly responsible for the security, budget and financial accounts of the Senate; twelve Secretaries, who assist the President during sittings, read bills and other documents that must be transmitted to the Senate, call the roll, confirm the results of votes and compile the records of public sittings. The number of Secretaries may be increased as provided for by the Rules. The Conference of Parliamentary Group Leaders approves the two-monthly Senate programme and the monthly business agenda.

The Senate plenary and committees are the ordinary workplace of senators. The plenary is the core of Senate business, where decisions are made, bills are passed and debates held. Standing committees have legislative and non-legislative responsibility for one or more sectors, corresponding to the activities of one or more executive departments. Also, special committees may be established following a decision of the Assembly to scrutinise particular bills. The Chamber of Deputies and the Senate have the same number of standing committees (14). They are specialized by subject, broadly reflecting Government Ministries, and their membership reflects the sizes of parliamentary groups.
